The Criminal Injuries Compensation Authority (‘CICA’) scheme exists to provide compensation to victims of crimes of violence in Great Britain. To mirror this scheme, and provide a similar scheme for members of the Armed Forces who are the victims of crimes of violence abroad, the Criminal Injuries Compensation Overseas (‘CICO’) Scheme has been set up and is administered by the Veterans Agency.
The strict time limit for applications, under both schemes, is 2 years from the incident (this can be extended in exceptional cases only) or the 20th birthday of the applicant if later. There are equally strict deadlines for applications for reconsiderations and appeals when the injured party does not wish to accept the decisions of the CICA/Veterans Agency.
An application under the CICO scheme must be counter-signed by your Commanding Officer, or in their absence, the Officer Commanding.
Under both schemes, lump sum awards are available, based on a tariff, for injuries sustained and, in serious injury cases, additional compensation in respect of losses of earnings/earning capacity and limited ‘special expenses’.
